This report describes the research base and data on how to help students “read to learn.” It also includes a discussion of best practices and describes how the practices and recommendations in the document are currently being implemented in schools and districts across the U.S. and, if implemented widely, hold promise for helping students become more skilled readers as they enter college and careers.
